From the information at the secretary of State's disposal

there appears to be no room for doubting that the seroplanes

responsible for the violation of Hong Kong territory were

Japanese.

3. I am to take this opportunity to enclose copies

of four teleges from the Governor of Hong Kong in connectiUm

with an allegation aade by the Japanes: Consul General at

Canton that Kai Tak aerodrome in the Colony is being used

by Chinese military aircraft. The statement attributed to

the Consul General to the effect that Japanese seroplanes

would if necessary pursue Chinese aircraft within the

Colony's boundaries, in face of Kr. Blunt's reminder of the

serious consequences of an attack by Japanese aircraft in

British territory, appears to the secretary of State to

call for the clearest warning to be given to the Japanese

Government by His Majesty's Government and for measures to

be prepared in the Colony to give such effect as may be

necessary
